Christian Spilker

President

A former partner in an engineering and environmental consulting firm, Christian was asked to join Collier Enterprises to help guide the entitlement processes for a number of sensitive real estate assets. He has spent the last fifteen years managing several of the companies in the Collier Enterprises portfolio including the agribusiness, oil and gas, and governmental affairs divisions where he has been directly involved in more than $1.5 billion in real estate transactions. He most recently led the team that expanded Collier Enterprises’ institutional real estate presence across the United States, with particular focus on the multi-family sector, including partnerships with Wood Investments; Crescent Communities; and Milhaus, and a major partnership with Legacy Partners. Christian and his team specialize in identifying raw projects with significant upside, and then helping to achieve that value with a well-implemented entitlement approach. A graduate of Texas A&M University, Christian holds a Bachelor of Science degree in marine biology as well as a Master of Science degree in environmental science from the University of Houston.

Patrick Utter

Senior Vice President of Real Estate

Patrick has been with Collier Enterprises since 1995 and is responsible for its real estate portfolio, including asset sales, new development, construction, land sales, leasing and property management. During his tenure at Collier, he has negotiated contracts and closed over $645MM in asset sales. He is responsible for the complete master planning, design and permitting of 5,400 acres, totaling 9,849 residential units and 525,000 SF of commercial development. Patrick has been successful in completing complex land use agreements such as: developments of regional impact, interlocal agreements, annexation, planned unit developments, environmental resource permits, and rezoning. By integrating his knowledge of local regulations with his appreciation of Florida’s ecology, Patrick has helped foster relationships with community groups while developing new projects that help further develop Florida’s economy. Patrick earned his bachelor’s degree from the University of Florida and later earned an MBA from the University of South Florida. He is a registered professional engineer, a licensed real estate broker and a certified property manager.

Thomas Drumm

Senior Vice President of Accounting and Taxation

Tom supervises all accounting and tax matters including the annual audit, cash forecasts, tax estimates, approval of completed tax returns, and budgets. Tom and his staff manage over 50 different legal entities. Tom has been with Collier since 2003, when he was hired as an Assistant Controller. Tom graduated from Georgia Military College in 1991 and was commissioned as an officer in the U.S. Army Reserve. He completed the Field Artillery Officer Basic Course in 1994 and was later honorably discharged from the Georgia Army National Guard. He is a Florida CPA and holds a master’s degree in Accounting and Taxation from Florida Gulf Coast University, and an MBA in Real Estate finance from Florida State University.

Senior Vice President of Finance

Bill Percival currently manages Collier Enterprises’ institutional investment portfolio, which includes the company’s investment in Legacy Partners and other direct limited partnership interests and fund investments with national developers of residential and commercial properties. Additionally, he provides financial support and strategic input for the company’s more complex transactions, including broader asset sales and disposition efforts. Bill’s professional background includes more than 30 years of experience leading finance, operations, strategy, and transactional management for companies ranging from start-up ventures to institutional-grade firms. His skills include finance and control, short- and long-term planning, raising capital, managing risk, product and service development, and sales and marketing. He holds an MBA from Columbia Business School with concentrations in Real Estate and Finance and combined degrees from Tufts University in Civil Engineering and Economics.
